About Ohio Department of Children and Youth
The Ohio Department of Children and Youth (DCY) is the state agency responsible for improving the health, safety, education, and overall well-being of Ohio's children, youth, and families. Established in 2023, the department brings together programs and services that were previously spread across multiple state agencies to provide more coordinated support from pregnancy through early adulthood. DCY oversees areas such as early childhood education, child care licensing and quality, home visiting programs, child welfare support, children's behavioral health initiatives, and services for youth and families.
The Challenge
DCY's strategic priorities require a scalable, enterprise-grade technology platform capable of supporting long-term digital transformation. With more than $20 million invested annually in its Salesforce program and a roadmap of over 12 Salesforce applications, the department needs a unified platform that can support rapid application development, cross-program collaboration, and consistent constituent experiences.
As multiple global systems integrators, internal teams, and staff augmentation resources deliver projects in parallel, DCY also requires strong governance, standardized architecture, and effective integration practices to ensure consistency across implementations. The department's enterprise MuleSoft aspirations further highlight the need for seamless connectivity between Salesforce and existing systems, enabling secure data sharing and interoperability.
Looking ahead, DCY's goal of replacing its SACWIS solution with Salesforce underscores the need for a modern, flexible case management platform capable of supporting complex child welfare operations while positioning the agency for future innovation and growth.
